Challenge
Leaders across multiple organisations had to deliver integrated care in a fragmented system — many providers, competing priorities, no clear mandate for change. The real challenge was getting experienced professionals to collaborate across boundaries they'd defended for years.
Outcome
By co-designing a model that gave local leaders genuine ownership, rather than handing down a solution, the programme built lasting capability and buy-in across multiple regions. The system changed because the people in it did.
